Transneft Druzhba has conducted the emergency response drill (ERD) on elimination of an emergency oil and petroleum products release onto the water surface covered with ice in the area of responsibility of the Kuibyshev, the Michurinsk and the Bryansk Regional Directorates (RD) of the company.
The drills were held at the Kuybyshev – Unecha – Mozyr-1 oil trunk pipeline (OTP) underwater crossings via the Semenek River in Lipetsk Region, the Kuybyshev – Unecha-2 OTP via the Syzranka River in Samara Region, and the Section No. 42 petroleum products trunk pipeline (PPTP) via the Sudost River in Bryansk Region.
Personnel of the Zhuravlinskaya line operation dispatcher station (LODS), the Stanovaya oil pumping station (PS), the Desna PS, the emergency line maintenance divisions (ELMD) and the central maintenance divisions (CMD) of the RD took part in the ERD. The goal was to maintain constant readiness of the forces and machinery used to eliminate consequences of accidents and emergencies at the pipeline transport facilities.
During the drill, actions of dispatching personnel to notify about the emergency and stop oil and petroleum products transportation via the “damaged” section were checked. Patrol crews practiced their skills of in detecting the location of the “loss of containment” of the pipeline and preventing the emergency development. Emergency response teams of the ELMD and the CMD practiced installation of winter containment booms in slots made in the ice, containment of the "spill" and collecting the "slick" from the water surface using special technical equipment.
The drill was held in strict compliance with sanitary and epidemiological standards to prevent the spread of the coronavirus infection. Taking into account the restrictive measures on the quantity of personnel, a total of 74 people took part in the ERD. 29 cars and special-purpose vehicles were involved. 1,275 m of booms were used.
All simulated emergencies were eliminated within the established limits.
