Transneft Druzhba has conducted a firefighting and tactical drill to suppress a simulated fire at the tank farm of the Voronezh line operation dispatcher station (LODS).
The aim was to practise and improve cooperation between the fire-fighting forces and means of different departments in case of a complicated fire suppression.
Personnel of the Voronezh LODS, a departmental fire-fighting team, members of a volunteer fire brigade, forces and means of a specialised fire rescue station as well as fire rescue stations Nos. 4, 10, 14 and 44 of the Federal Fire Fighting Service in Voronezh Region participated in the drill.
In accordance with the drill’s plot, as a result of a lightning strike, an explosion occurred in a 20,000 m3 vertical steel tank with a floating roof, and diesel fuel caught on fire. Stationary foam fire suppression and cooling systems were damaged and failed.
The departmental fire-fighting team, which immediately arrived, cooled the “burning” tank, as well as other tanks, and conducted a foam attack. Electrical equipment was deenergised. Petroleum products pumping was “stopped”. The personnel of the LODS which was not participating in the drill was evacuated from the station.
According to a new condition of the drill, the “burning” tank started collapsing as a result of the floating roof being flooded. The burning diesel fuel “spilled”. The forces and means were relocated to suppress the fire at the tank’s dyking and to further cool the tank farm’s constructions.
During the drill, 18 firefighting vehicles were used: tank vehicles, foam extinguishing vehicles, fire pump stations, tower ladders and a combined fire suppression unit.
The simulated fire was suppressed within 48 minutes. All the tasks were completed timely.
