Bryansk Regional Directorate (RD) of Transneft Druzhba has held an emergency response drill (ERD) at an underwater crossing of the Section No. 42 petroleum product trunk pipeline (PPTP) at the Sudost River in Pochepsky District of Bryansk Region.
The ERD’s aim was to check personnel’s preparedness and let them practise containing an oil release on water surface.
Under the drill’s script, operators of Desna oil pumping station (PS) and Unecha line operation dispatcher station (LODS) spotted an emergency pressure drop below the permitted values in the main leg of the Section No. 42 PPTP. A patrol crew of Desna PS emergency line maintenance division (ELMD) left for the “scene of the accident” to ascertain the nature and scale of the emergency. The dispatcher simulated suspension of petroleum product pumping via the damaged section.
ELMD crews of Desna PS, Unecha LODS and the Central Maintenance Division (CMD) affiliated with Bryansk RD arrived to the site, deployed boom lines and “cleaned” the water surface of the oil-containing film using oil skimmers. Employees of an environmental analysis laboratory were incessantly sampling and analysing the ambient air, soil and surface water.
The emergency response drill brought together 44 employees and 12 equipment units, 100 kg of sorbent were used.
The simulated petroleum product spill was eliminated within the time required by the emergency response drill’s programme and an emergency containment and elimination plan.
