Transneft Druzhba, JSC conducted a comprehensive training session (TS) on conventional oil spill control and response at the underwater crossing of Kuybyshev-Unecha-2 trunk oil pipeline over the Sudost river in the Pochepsky District of the Bryansk Region.
The purpose of the TS is to practice the cooperate actions of the employees in the field of response to emergencies and equipment breakdown at trunk pipeline facilities, elimination of their consequences and reduction of environmental damage.
According to script, at 9.00, Moscow time, the operator of Desna the oil pump station (NPC) of Bryansk district administration observed pressure reduction below the allowable limit at the trunk pipeline section. The managing dispatcher of the Regional Control Center (RCC) suspended oil pumping. A patrol group of the Emergency Line Maintenance Division (ELMD) set out to determine the nature and extent of damage at the site. A cordon was established in the emergency area, warning and prohibition signs were provided, and the territory was enclosed with tape.
The specialists of ELMD and Central Maintenance Department (CMD) promptly installed boom barriers. The ‘oil spill’ was mechanically eliminated using oil skimmers. All activities were carried out with constant ecoanalytical control of air, soil and surface water.
A total of 46 people participated in the TS, 23 vehicles and pieces of special equipment were engaged, and 110 kg of sorbent was used. The conventional emergency situation was eliminated within the time limits stipulated in the training program and the Emergency Control and Response Action Plan.
