Bryansk district directorate of Transneft Druzhba conducted an emergency response drill (ERD) at the underwater crossing of Kuibyshev - Unecha - Mozyr-1 oil trunk pipeline across Desna river in Vygonich area of Bryansk Region.
Objective of the ERD is to check readiness and practice personnel response during containment of a conventional emergency oil spill on water surface.
According to the drill script, at 09.00 AM (Moscow time) on 27 July 2017, operator of Desna PS of Bryansk district directorate recorded emergency pressure fall below the allowed setpoint at the standby oil pipeline branch. The controlling dispatcher simulated stopping of the pumping. A patrol crew promptly headed to examine the site. Location of the simulated accident was fenced by the tape and marked with warning signs, cordoning was provided.
Central repair service crew arrived at location and installed booms, oil skimmers cleaned the water surface off the oil film. Representatives of the environmental laboratory conducted continuous monitoring of samples of atmospheric air, soil and surface water. The simulated oil spill was eliminated within the standard periods.
26 persons, 9 units of vehicles and special machinery, a motor-powered boat, 500 kg of sorbents were involved in the emergency response drill. All steps of emergency response and restoration activities were successfully practiced during the drill at the underwater crossing of oil trunk pipeline according to the oil spill response plan and containment and elimination activities plan.
